A product lead in Jakarta is two weeks from launching a pay-later feature inside a wallet app. The launch banner looks good: one bold promise, a smiling customer, a bright button. Then the compliance team asks where the costs, the risks and the product summary sit, whether the fine print can be read on a small Android screen, and which licence the app is allowed to mention. The agency has designed the promise and left the rest for later. In Indonesia, that later is where a financial brand either holds together or gets pulled apart.

The short answer: A bank, insurer, payment company or fintech in Indonesia designs under two regulators. OJK, the Financial Services Authority, sets consumer protection rules for financial service providers, including how products are designed, explained and marketed. Bank Indonesia sets consumer protection rules for the payment and money service providers it supervises. Both expect product information and advertising to be clear, accurate and not misleading, in Bahasa Indonesia that people can understand and in writing they can read. A fintech branding agency for banks, insurers and fintechs in Indonesia should be briefed on those rules first and should show you the design decisions they force before it shows you a logo.

The short answer, in one card.

Which regulators govern a financial brand’s advertising in Indonesia?

Two bodies matter for brand and campaign work. OJK, the Otoritas Jasa Keuangan, supervises banks, insurers, capital market firms, finance companies and other financial service providers. Its consumer and public protection regulation, issued in December 2023, replaced an earlier 2022 regulation and works as an umbrella rule for how a provider designs a product, provides and delivers product information, markets it, writes the agreement and handles complaints.

For a brand team, the parts that matter are marketing and information: no misleading, inaccurate or deceptive claims, a clear explanation of costs, benefits and risks before the customer signs, and a product and service information summary, known as RIPLAY, in a general version for marketing and a personal version for the individual customer.

Bank Indonesia is the central bank. Its consumer protection regulation, issued in Jakarta on 27 June 2023, covers the providers it regulates and supervises that deal directly with consumers: payment service providers, money service providers, participants in the money and foreign exchange markets, and others it names. That takes in most wallets, payment gateways and money transfer businesses. A single company can sit under both. A bank that runs its own payments app, or a wallet that distributes a lending or insurance product from an OJK-licensed partner, has surfaces governed by each regulator, and the brand system has to carry both sets of expectations without the two colliding.

RegulatorWhat it governsThe design decision it forces
OJK (Otoritas Jasa Keuangan)Consumer protection across financial service providers: product design, product information, marketing, agreements and complaints; the RIPLAY product summary in general and personal versions; explanation of costs, benefits and risks before the agreementA screen sequence in which the personal RIPLAY summary appears as a designed, scrollable screen between the product offer and the commit button, and a campaign template that always has room for the general summary or a clear route to it
Bank IndonesiaConsumer protection for payment service providers, money service providers and money and foreign exchange market participants; information on costs, benefits, risks, terms and consequences; marketing and advertising held to the same standard; standard clauses that must be easy to see and readA disclosure component with a fixed minimum type size and contrast floor, written in Bahasa Indonesia first, used on every banner, app screen and terms page so no standard clause can be set too small or too faint to read
Both, where a group holds licences from eachPayments and wallet surfaces under Bank Indonesia; banking, lending, insurance or investment products under OJKA two-track disclosure library: one set of components for payment surfaces, one for OJK-regulated products, with the master lockup unchanged and a reserved slot for whichever licensing statement the compliance team specifies

What does OJK expect from financial marketing and product information?

The OJK regulation is a conduct standard, not an advertising code, but it contains the lines that shape design. A provider must not use misleading, inaccurate or deceptive information, and its marketing has to reflect the product’s real terms. Before an agreement is concluded, the customer must be given an understanding of the costs, benefits, risks, rights and obligations. The RIPLAY summary carries information on the product and, where relevant, simulations, illustrations or historical projections. Agreements are written in Bahasa Indonesia and must be clearly understandable. When a provider makes a material change to an agreement, the customer is given notice in advance; summaries of the regulation put that notice at 30 business days.

The practical reading for a brand team is this. The RIPLAY is a designed object, not a PDF generated by the legal team. The onboarding flow is a disclosure surface. The simulation or illustration in the summary is a chart that has to be drawn fairly, with the same care as the hero visual. And the Bahasa Indonesia version of every piece is the master, not a translation added at the end.

What we’ve learned across 320+ projects: the disclosure component is the first thing we design, not the last. When its size, position and contrast are fixed in the system before the key visual is drawn, every later approval is about the message, not the footer.

What does Bank Indonesia require of payment and money service brands?

Bank Indonesia’s regulation requires providers to give consumers information on a product’s features: its costs, benefits, risks, terms and conditions, how it is used and the consequences of using it. That information must be clear, accurate, honest, easy to access and not misleading. It must be in Bahasa Indonesia that is easy to understand, and written information must be easy to read. Marketing, advertising and similar activity must meet the same standard.

Standard clauses whose placement or form makes them hard to see, hard to read clearly or hard to understand are prohibited. When product information changes, consumers must be told no later than 30 working days before the change applies. Sanctions run from written warnings and fines to the revocation of a product licence or a business licence. The full text is published by Bank Indonesia.

For a wallet or payments brand, easy to read is a design specification. It sets a floor on type size, weight and contrast for every line of fine print, on every screen size the app supports, and it rules out the grey-on-grey terms page that many apps still ship.

In Indonesia, a financial brand is a set of regulator-driven decisions written in Bahasa Indonesia, with a logo on top.

Which design decisions do OJK and Bank Indonesia rules force?

  • The screen sequence. Because OJK expects costs, benefits and risks to be understood before the agreement, the onboarding flow puts the personal RIPLAY summary on its own screen between the offer and the commit button. The summary is plain-language, scrollable and designed in the brand’s type system, and the commit button stays inactive until the customer has reached the end of it. The terms that follow use the same readable component, never a smaller legal style.
  • The disclosure component. Because Bank Indonesia requires written information to be easy to read and bans standard clauses that are hard to see, the design system holds one locked disclosure component. It has a minimum size set as a ratio of the body text, a minimum contrast that survives on video and outdoor, and a fixed position under the main message on banners. A media agency cannot shrink it to fit a placement.
  • The Bahasa-first layout. Because both regulators expect information in Bahasa Indonesia that people understand, every template is drawn with the Bahasa Indonesia copy as the master. Headline boxes, button widths and disclosure blocks are sized to the Bahasa text, and the English version is the one that adapts.
  • The change-notice template. Because fee or feature changes must reach customers well before they apply, the system includes a change-notice banner, an in-app message and an email template, each carrying the old terms, the new terms and the date they take effect. This turns a compliance deadline into a designed, reusable asset instead of a rushed text message.

How is a brand that must also work in India handled?

Many Indonesia briefs come from groups with an Indian parent, an Indian subsidiary or a shared regional platform. India’s regulators differ in name and in detail. SEBI’s advertisement code for mutual funds requires the standard risk warning; IRDAI’s advertising rules make insurers approve the advertisements their distribution channels issue; RBI regulates banks, NBFCs and prepaid payment instrument issuers; NPCI publishes brand guidelines for the UPI mark; AMFI sets standards for mutual fund distributors.

The approach that works is one master identity with two regulatory tracks. The lockup, the colour system, the typography and the tone of voice are shared. The disclosure component, the licensing statement slot and the onboarding screen sequence exist in two versions, one for Indonesia and one for India, each signed off by the compliance team in that country.

Our India clients include TATA AIA Life Insurance, HDFC Life, Axis Bank, Paytm Money and Aditya Birla Sun Life Mutual Fund; an Indonesia programme uses the same two-track structure with the Indonesian rules in place of the Indian ones. If you are briefing on the Indian side first, our page on choosing a fintech branding agency in India and the companion on how to brief an insurance branding agency in India describe the Indian half of the system.

How does Yamm Labs work with clients in Indonesia?

Yamm Labs works from Gurugram, in India, and serves clients in India, the Gulf and internationally. We do not have an office in Jakarta, we hold no Indonesian licence, and we do not claim Indonesian clients. Work for Indonesia runs remotely. Gurugram is one and a half hours behind Jakarta, which leaves most of the working day shared. Discovery, stakeholder interviews and review rounds run on video; the design system, the disclosure components and the onboarding screens are delivered as files your Indonesian compliance team can review and sign off.

Regulatory interpretation stays with your compliance function and your Indonesian counsel. Our role is to turn their reading of the rules into fixed design decisions and to document those decisions so every later agency, media buyer and product team inherits them. In-person work is available in India, including for groups aligning their Indian and Indonesian brands in the same programme.

On timeline, a brand identity programme with a regulator-driven design system runs over months rather than weeks, with the length driven by the number of compliance review rounds rather than by design time. Budgets are quoted per programme in Indian rupees or US dollars; the bands and what moves them are laid out on our fintech branding cost page, and an Indonesia programme prices on the same structure with a Bahasa Indonesia deliverable set.

How should an Indonesian bank, insurer or fintech brief an agency?

  • Name your regulators on page one. State whether you answer to OJK, Bank Indonesia or both, and for which products. An agency that cannot say what changes between the two should not be shortlisted.
  • Ask for the disclosure component before the logo. Request the size ratio, position rule and contrast floor for fine print, and how it behaves on video, outdoor and a low-cost phone screen.
  • Ask for the screen sequence. Where does the RIPLAY summary sit in onboarding, how is the simulation drawn, and what happens when a customer tries to skip it.
  • Ask who writes in Bahasa Indonesia. The master copy should be written, not translated, and the layouts should be sized to it.
  • Ask for proof of decisions, not adjectives. Every agency says compliance-aware. Ask to see one regulator-driven decision from a previous project, described the way this page describes them.

What are the common mistakes when branding a Jakarta bank, wallet or fintech?

The pay-later banner at the top of this page shows the usual pattern: the promise is designed first and the disclosure is squeezed in later. These are the related mistakes to check before a campaign or app release reaches compliance review.

  • Treating RIPLAY as a legal PDF. If the product summary is exported from a spreadsheet, it will not match the brand’s type system and customers will skip it. Design it as a screen and a document in the system.
  • Translating into Bahasa Indonesia at the end. Layouts sized to English copy break when the master text arrives. Headline boxes, buttons and disclosure blocks should be drawn to the Bahasa copy first.
  • Testing fine print only on a flagship phone. Easy to read has to hold on the small, low-cost Android screens your customers may use. Test the disclosure component on those before the palette is signed off.
  • Mixing licensing statements. A wallet that distributes a partner’s lending product has surfaces under different regulators. One generic licensing line on every screen answers neither correctly.
  • Sending fee changes as plain text. A change notice is a recurring task. Without a designed template, each one is written in a hurry and the old and new terms are hard to compare.

Each of these is cheaper to fix in the design system than in a live campaign. OJK and Bank Indonesia update their rules from time to time, so confirm the current text with your compliance team before the components are locked.

People also ask

Which regulator oversees fintech advertising in Indonesia?

It depends on the licence. OJK sets consumer protection and marketing rules for banks, insurers, lenders, capital market firms and other financial service providers, while Bank Indonesia sets them for payment and money service providers. A group with both kinds of product answers to both, surface by surface.

What is a RIPLAY and does it need to be designed?

RIPLAY is the product and service information summary that OJK expects providers to give, in a general version for marketing and a personal version for the individual customer. It carries product information and, where relevant, simulations or illustrations. Treat it as a designed screen and document in the brand system, because it is often the first place a customer reads the costs and risks.

Does financial advertising in Indonesia have to be in Bahasa Indonesia?

Bank Indonesia requires product information, marketing and advertising from the providers it supervises to use Bahasa Indonesia that is easy to understand, and OJK expects agreements in Bahasa Indonesia. Design every template with the Bahasa copy as the master and let other languages adapt to it.

Can an agency in India work on an Indonesian financial brand?

Yes, remotely, provided regulatory interpretation and sign-off stay with the client’s Indonesian compliance team and counsel. Yamm Labs works this way from Gurugram, delivering the design system and disclosure components for local review, and does not claim an Indonesian office, licence or client.
