A machining supplier in Pune gets its first nomination from a Tier-1 that feeds a German car plant. The request for quotation carries a drawing, a supplier quality manual in English and German, and a line asking for “initial samples per VDA, or PPAP Level 3 per AIAG if agreed, plus IMDS before PPA.” The plant has built Level 3 packs for Indian customers for years. What it has never built is PPAP documentation that has to satisfy a German sampling format, an OEM’s customer-specific requirements and a customer who is carrying European type-approval duties on its side of the contract.

What does a European OEM or Tier-1 expect in PPAP documentation?
Two formats meet an Indian exporter in Europe. The first is the AIAG PPAP manual, which sets out five submission levels and makes Level 3 the default when the customer does not specify another. Level 3 means the Part Submission Warrant travels with product samples and complete supporting data. American-owned OEMs such as Ford publish customer-specific PPAP requirements built on it.
The second is the VDA approach. The German automotive industry association publishes its own volume on production process and product approval, usually shortened to PPA, and German-owned OEMs and their suppliers often ask for initial samples and a cover report in that format. The elements overlap heavily with PPAP, but the forms, the sampling report and the order of approval differ. A pack built to one format is not accepted as the other without rework.
On top of either format sits the customer-specific layer. IATF Global Oversight, whose rules bind the certification bodies that audit IATF 16949, publishes customer-specific requirement documents for BMW Group, Mercedes-Benz Group, Volkswagen, Renault Group, Stellantis and Volvo Group, among others. The Tier-1 between you and the OEM can add its own supplier manual, portal and labelling rules. The table below lists the bodies and rules that shape an EU-bound pack, what each governs, and the documentation decision each forces.
| Rule or body | What it governs | Documentation decision it forces |
|---|---|---|
| AIAG PPAP manual | Submission levels, the element list, the Part Submission Warrant, full and interim approval | Default to Level 3 unless told otherwise; draft the warrant last and leave the signature to the plant’s responsible official |
| VDA production process and product approval (PPA) | Initial sample format and approval flow used by German-owned OEMs and their Tier-1s | Get the format in writing at the quoting stage; if both are demanded, build one evidence set and two cover formats, never two separate packs |
| OEM customer-specific requirements, published through IATF Global Oversight | Extra elements, form versions, portals, sub-tier approval duties, record retention | Download the current version before drafting and build the pack to its checklist, not to the manual’s generic list |
| EU type-approval framework, run by national approval authorities such as the KBA in Germany and the RDW in the Netherlands | Approval of vehicles, systems and components, and conformity of production checked through periodic audits | Mark characteristics that relate to an approved type as special characteristics in the PFMEA and control plan, and route every later change through the customer before it reaches the line |
| EU end-of-life vehicle rules, set by the European Commission | Limits on hazardous substances in vehicle materials, now moving to design-for-recycling duties | Complete the IMDS material data sheet before the PPA or PPAP submission date, with coatings and platings declared, not added later |
| Carbon border adjustment mechanism, run by the European Commission with national customs authorities | Embedded emissions in imported iron and steel, aluminium and other covered goods, in its definitive phase since January 2026 | Keep the customs classification, mill certificates and material origin in the same folder as the warrant, so the importer can check whether the part is covered |
Which customer-specific requirements change the pack the most?
Dates matter more than most plants expect. As of September 2026, the IATF Global Oversight page lists BMW Group’s requirements dated April 2021, Mercedes-Benz dated February 2022, Volkswagen dated March 2022, Renault Group dated April 2026, Stellantis dated June 2025 and Volvo Group dated 28 February 2025. A pack drafted from a copy saved on a shared drive three years ago may be drafted to the wrong checklist. The desk’s first job on any EU order is to download the current document and the Tier-1 manual, and mark every line that differs from the base format.
The differences fall into a few groups. Some documents ask for additional elements or their own form versions. Some name the portal and file format for upload. Some make the supplier responsible for approving its own sub-tier parts, which means an Indian Tier-2 exporting to a Tier-1 in Germany or France may also need approvals for its forging, plating or heat-treatment vendors on file. Some set record-retention periods that the plant should compare with its own practice.
The PFMEA deserves its own check. The AIAG and VDA jointly publish an FMEA handbook, and European customers often expect the PFMEA in that harmonised structure rather than in the older AIAG table. Ask which structure the customer wants before the first line is written. The APQP, PFMEA and control plan questions page covers how the three documents tie together.
How do EU type-approval rules show up in a supplier’s documents?
The EU approves vehicles, systems, components and separate technical units under a single type-approval framework. A national approval authority grants the approval, and the manufacturer must keep arrangements that make sure every production unit still matches the approved type. The approval authority verifies those arrangements through independent periodic audits, and separate market surveillance authorities test products already on sale. In Germany the approval authority is the Kraftfahrt-Bundesamt, the KBA; in the Netherlands it is the RDW, which also handles conformity of production.
An Indian supplier is rarely the approval holder. Its customer is. But the customer can only prove conformity of production if the supplier’s documents hold still. Three decisions follow for the pack:
- Flag type-relevant characteristics. Any dimension, material or test that ties to an approved system goes into the PFMEA and control plan as a special characteristic, with the customer’s symbol, not the plant’s own.
- Lock the change route. The pack should state that any change to material, process, tooling or site goes to the customer for approval before production, because an unreported change can break the customer’s conformity of production.
- Keep traceability to the batch. Lot number, date code and heat or batch number belong in the process flow, the control plan and the part label, so a market surveillance query can be traced back to one run.
In Europe the manual is the floor, the customer’s requirements are the test, and the approval authority is the reason both exist.
Why does IMDS and material data decide the EU submission date?
The International Material Data System, IMDS, was built jointly by carmakers including Audi, BMW, Daimler, Ford, Opel, Porsche, Volkswagen and Volvo to collect and archive the materials used in vehicles. European customers use it to show that their vehicles meet EU limits on hazardous substances. Many customers list an accepted IMDS entry among the PPA or PPAP submission items, so a late material data sheet can delay the approval as surely as a failed dimension.
The rules behind it are moving. The EU’s end-of-life vehicles directive restricted hazardous substances in vehicles. A new regulation on circularity requirements for vehicle design and the management of end-of-life vehicles entered into force on 13 August 2026 and applies from 1 September 2028, with recycled-content targets for plastics among its duties. Suppliers of plastic parts should expect customers to ask for recycled-content data alongside the IMDS entry over the next two years.
Carbon data is the newest request. The carbon border adjustment mechanism moved into its definitive phase on 1 January 2026 and covers imports of cement, iron and steel, aluminium, fertilisers, electricity and hydrogen. Importers must be authorised, report embedded emissions and buy certificates. Whether a finished component falls inside it depends on its customs classification, so the plant should hand the importer the classification, the steel or aluminium mill certificates and the material origin with the warrant, and ask the customer in writing whether it needs emissions data. The auto-component boom article explains why paperwork lead time, not machining time, is what slows Indian exporters down.

Who prepares what: the desk, the plant and the European customer
Split the work by who holds the information. Documents authored from the drawing, the route and the customer’s requirements can be prepared by an outsourced desk. Evidence that only exists once parts are made stays in the plant. Approval stays with the customer.
- The desk prepares the documentation core. The ballooned print with characteristic register, process flow diagram, PFMEA, control plan, process and setup sheets, gauge list, incoming inspection standard, MSA and dimensional report formats, initial process study formats, and the warrant draft with package index. On an EU order it works to the current customer-specific requirements and to the VDA or AIAG format the customer names.
- The plant keeps the evidence. The trial run, physical measurements, capability studies, Gage R&R trials, laboratory testing, samples, master sample and IMDS entry are done in the plant, because they cannot be done anywhere else.
- The plant’s qualified checker verifies every page. Nothing goes to a portal until a person who knows the part has read each document against the drawing and the customer’s checklist.
- The responsible official signs the warrant. The Part Submission Warrant is the supplier’s own declaration. A desk or consultant cannot sign it, and the plant uploads it from its own portal account.
- The customer approves or rejects. Full approval, interim approval or rejection is the customer’s call under its own requirements.
The PPAP Desk service page describes the same split from the desk’s side, and the PPAP documentation FAQ answers the common questions about levels, elements and the warrant.
How does a Gurugram desk work with a buyer in Berlin, Paris, Amsterdam or Dublin?
Remotely. Yamm Labs works from Gurugram and describes its reach as India and the Gulf, with international clients. It does not keep offices outside Gurugram, and international work is run remotely with calls and reviews scheduled across time zones. It does not claim an office, licence or client in the European Union. What it offers an EU-bound Indian supplier is the documentation core, prepared in India inside the supplier’s own quality process, to the European customer’s checklist. Work with the plant can be in person in India.
The time difference helps rather than hurts. Berlin, Paris and Amsterdam sit three and a half hours behind Gurugram in the European summer and four and a half in winter; Dublin sits four and a half behind in summer and five and a half in winter. A customer’s morning query arrives in the Indian early afternoon, and the answer can be back before the customer’s lunch.
The five-day pilot keeps a fixed sequence: Day 0 the NDA is signed and the plant sends the released drawing, route, gauge list and the customer’s requirements; Day 1 the desk confirms the route; Days 2 to 4 it builds and QA-checks the pack; Day 5 the checker-ready pack goes to the plant. The plant then runs its trial, measurements and signature on its own timeline.
Budget follows the same logic. The PPAP Desk two-part pilot is free, with no retainer and no software setup. The only proof the desk cites is its own: more than 50 Level 3 PPAP reports generated for Manu Auto India, an Indian client, under this split of desk, plant and signature. No European client is claimed.

People also ask
Will a European customer accept a PPAP prepared by a desk in India?
Yes, if the plant owns it. The plant’s checker verifies every page, the responsible official signs the warrant, and the upload comes from the plant’s portal account. The desk works as an external provider the plant controls and verifies, which is how IATF 16949 expects outsourced work to be handled.
Should an EU export pack follow AIAG PPAP or VDA?
Follow the format the customer names in writing. German-owned OEMs and their Tier-1s often ask for the VDA production process and product approval format, while American-owned OEMs such as Ford build on AIAG PPAP. If both are asked for, build one evidence set with two cover formats.
Does EU type-approval apply to an Indian component supplier?
The approval usually belongs to the vehicle maker or system supplier, not to you. But the approval holder must prove conformity of production, so it will expect stable special characteristics, batch traceability and customer approval before any process change. Those expectations land in your control plan.
Is IMDS required before submitting a PPAP to a European customer?
Many customers list the accepted IMDS entry among the submission items, because it is how they show compliance with hazardous-substance limits. Start the material data sheet when the drawing is frozen, not in the week of submission.
