A lender signs a new DSA firm on a Monday. By Friday its sub-agents are forwarding a home-loan flyer on WhatsApp that one of them made on his phone: the lender’s logo stretched across the top, a rate in bold, no fee disclosure and no approval behind it. The lender still carries the risk. Partner enablement is the work that prevents that flyer: it decides what each partner may say about a product, and it hands them material they can use without editing.

The short answer: BFSI partner enablement runs in five phases. Map what each type of partner is allowed to say, build a locked kit of approved creatives and scripts, train and certify every sub-agent, launch with controls you can audit, then refresh the kit whenever a rule or rate changes. Compliance approves the kit once as templates, and partners use it as issued.

What do you need before you start partner enablement?

You need four named owners, a partner register and approved product facts before anyone writes a training slide. Partner enablement means everything a bank, insurer, fund house or fintech gives its intermediaries so they can sell its product accurately and within the rules.

  • Channel or partnerships lead. Owns the partner list, the commercial terms and the launch date.
  • Compliance reviewer. Decides what each partner type may say and signs off every asset.
  • Brand and design. Builds the templates and decides which fields a partner can edit and which are locked.
  • Training lead. Turns the kit into modules and keeps the completion records.

The partner register lists every partner firm, its type and its registration: the ARN (AMFI Registration Number) for a mutual fund distributor, the IRDAI registration for a corporate agent, broker or web aggregator, and the signed agreement for a lending DSA. The product fact sheet lists every number an asset could use, with its source and date. The commission schedule shows how each partner type is paid, which decides what it must disclose.

A DSA, or direct selling agent, is a firm or individual outside the lender’s payroll engaged to sell its products. A distributor is a registered intermediary, such as an AMFI-registered mutual fund distributor or an IRDAI-registered corporate agent. An affiliate is paid per lead or per conversion, on a CPA (cost per acquisition) basis, the model behind most partner and affiliate marketing, and is usually a content site, app or creator.

Agree two approval rules up front: who signs off each asset type, and which changes need fresh approval. A partner adding its phone number should not count. A partner changing a rate always should.

Phase 1: map what each partner type is allowed to say

The first artefact is a permissions map: one row per partner type, stating what it may say, what it may not say and which disclosures it must carry. Every later step of partner enablement depends on it.

  1. List every partner type you use or plan to use, and count sub-agents separately from the firms that employ them.
  2. For each type, write the governing rule in plain words and name the regulator that sets it.
  3. Decide what each type may do with your brand: use assets as issued, add its own contact details, or neither.
  4. Decide what each type must disclose about how it is paid, and where on the asset that disclosure sits.
  5. Get compliance to sign the map before any template is designed.

The rules differ by product, so one generic partner deck fails. For mutual funds, AMFI’s FAQ on the do’s and don’ts for distributors is direct. A distributor must use the material the AMC supplies, may not design its own scheme material, and needs the AMC’s prior written approval to show the AMC’s name or logo. On YouTube, Instagram and similar platforms it may publish educational content only, with no scheme recommendations or performance claims, and must disclose its ARN, its affiliation and any potential conflicts of interest.

The same FAQ settles two copy decisions. A distributor should not attract investors with gifts or a “free portfolio review”, and may not advertise “financial planning” unless it is registered with SEBI as an investment adviser. So the banner offering a free portfolio review with every SIP comes out of the kit.

For insurance, the IRDAI (Protection of Policyholders’ Interests, Operations and Allied Matters of Insurers) Regulations, 2024 require the insurer’s written approval before a distribution channel issues an advertisement, and every insurer advertisement must show its registered name with its trade name or logo prominently. Under the IRDAI regulations, a web aggregator needs your written approval before it runs its own version of your term-plan ad. The kit decision: the registered name sits in a locked lockup, and the partner’s name goes in a separate, secondary field.

For lending, RBI amended its responsible business conduct directions for commercial banks in June 2026, effective 1 January 2027. The RBI amendment treats anyone other than a bank employee engaged to sell or promote its products as a DSA or DMA (direct marketing agent), whatever the contract calls them. The bank must have a code of conduct for sale and marketing, and get an undertaking from the DSA and its sub-agents to follow it before assigning any sales work.

Affiliates paid per lead carry the most hidden risk. Since 2024, SEBI has barred SEBI-regulated entities and their agents from associating with people who give securities advice or claim returns without being registered. A broking app’s fintech affiliate programme therefore needs a screening rule: a creator who promises returns is out, whatever the audience size. ASCI’s influencer guidelines require a clear label for the material connection, and its BFSI addendum expects anyone giving investment advice to show SEBI registration details upfront.

Commission disclosure is also a design decision. Where a partner is paid to recommend, put the line that says so directly above the first link, in body-size type. A footer disclosure the reader sees only after clicking will not satisfy most compliance reviewers.

Phase 2: build a kit partners can use but cannot break

A partner kit works when the only fields a partner can change are its own name, registration number and contact details. Everything that makes a claim, carries a disclosure or shows your registered name stays locked.

  1. From the permissions map, list the assets each partner type needs: a WhatsApp creative, a one-page product note, a call script, an email, a landing-page module and, where allowed, a short video.
  2. Design each asset as a template with locked zones for claims, disclosures and your lockup, and editable fields for the partner’s name, ARN or registration number and phone.
  3. Write every number into a claims register with its source and an expiry date, and build the asset text from that register.
  4. Send the kit to compliance as a set, with an approval note that names the editable fields.
  5. Publish the kit in one place partners can reach from a phone, with version numbers and a list of withdrawn files.

Some disclosures are fixed by regulation, and the template should make them impossible to drop. AMFI’s FAQ requires the tagline “AMFI-registered Mutual Fund Distributor” with or below the distributor’s name, in at least size 12 font, in printed communication. SEBI requires the mutual fund standard warning to be shown and voiced clearly in audio-visual ads, so a distributor’s video template has the warning frame and voice-over built in.

Lenders have a pricing decision. RBI’s Key Facts Statement rules, issued in April 2024 and for commercial banks now in RBI’s November 2025 Responsible Business Conduct Directions, require a lender to give the borrower a Key Facts Statement, including the annual percentage rate (APR), before a retail or MSME term loan contract is executed. Our advice: a DSA rate card either shows the APR beside any interest rate, or shows no price and points to the Key Facts Statement.

Partners stretch logos and crop them to fit a square, so give them the logo only inside finished templates, never as a loose file. The principles in our piece on what makes a great BFSI brand apply to every co-branded asset a partner sends.

Make the approved version the easiest one to use. If the kit’s WhatsApp image takes four taps to find and the partner’s own Canva version takes one, the Canva version wins every time.

What we’ve learned across 320+ projects: approvals stall when compliance reviews partner creatives one at a time, as each partner asks for them. The fix is to get the whole kit approved once as templates, with the editable fields named in the approval note, so a partner adding its ARN and phone number does not reopen the review.
A partner kit is finished when the only thing a partner can change is its own phone number.

Phase 3: certify the sub-agent who talks to the customer

Training has to reach the person who speaks to the customer, and in DSA and distributor networks that is usually a sub-agent the brand never meets.

  1. Split the curriculum into short modules: the product, the rules for this partner type, the words not to use, and common objections.
  2. Write each module from the approved kit, so the training and the creatives say the same thing in the same words.
  3. Build modules that work on a phone, in the languages your partners sell in.
  4. End each module with a short assessment, set a pass mark and record the result against the sub-agent’s ID.
  5. Check any qualification the regulator prescribes before you certify anyone.
  6. Re-certify only on the modules that change when the product, rule or kit changes.

RBI’s 2026 amendment requires bank staff and DSA sub-agents to hold any certification the relevant financial sector regulator prescribes, and the bank’s policy must cover training of DSA sub-agents.

The “words not to use” module does the most work. Sub-agents call a market-linked plan “guaranteed” or a lending app “RBI-approved”. RBI’s Digital Lending Directions, 2025 say listing in RBI’s directory of digital lending apps must not be marketed as RBI registration or endorsement. Give each banned phrase a replacement, or the old phrase returns on the next call.

Take a hypothetical lender with 40 DSA firms averaging 15 sub-agents each. That is 600 people. At four modules of about 10 minutes plus a quiz, training takes under an hour each. The hard part is chasing 600 completions across 40 firms, so the completion record matters more than the course.

Phase 4: launch with controls you can audit

A partner launch is ready when you can show, for any sale, which certified person made it, with which asset version and with what customer consent.

  1. Collect the signed code-of-conduct undertaking from each partner firm and its sub-agents before they start selling.
  2. Issue each sub-agent a unique ID that appears on lead forms, tracked links and call logs.
  3. Give partners tracked links or codes, so every lead maps to a person and an asset version.
  4. Capture the customer’s explicit consent inside the journey and keep the record.
  5. Review the incentive design with compliance before the first payout.
  6. Sample calls, chats and field visits in the first month, and act on what you find.

For banks, several steps are now rules. RBI’s 2026 amendment defines explicit consent as a specific, informed and unambiguous indication of choice, and allows sales only with it. DSA sub-agents on bank premises must carry clear on-person identification that sets them apart from bank staff, and bank policies must not create incentives for mis-selling.

For mutual funds, AMFI’s FAQ says a distributor can pay sub-distributors only trail commission, in money, so a contest paying out in phones is off the table. For banks, where mis-selling is established, the same RBI amendment makes the bank refund the entire amount the customer paid and compensate any loss.

Phase 5: refresh the kit whenever a rule or rate changes

A partner kit goes stale the day a rate or a regulation changes, and partners keep using the old version until you withdraw it.

  1. Give every asset an expiry date tied to the claims it contains.
  2. When a source changes, find every asset that uses it, update the text, get it re-approved and publish the new version.
  3. Post the withdrawn list and tell partners, by name, which files to delete.
  4. Re-certify sub-agents on the changed modules only.
  5. Review the permissions map at least once a year, and whenever a regulator issues new rules for a partner type.

Regulatory references move even when the substance stays. On 28 November 2025 RBI folded thousands of its circulars into Master Directions issued separately for each type of regulated entity. A training module that still cites the old circulars has the right rule and an outdated reference.

Some changes are notified but not yet in force. On 24 September 2026 SEBI’s Board approved a common advertisement code, and SEBI notified it in October 2026. From early April 2027 it lets regulated firms use celebrities for brand-level promotion with prior approval. It counts an influencer above ASCI’s threshold of 500,000 followers on one platform as a celebrity, but not the firm’s own founders, directors or senior management appearing in its ads. Until April 2027 today’s rules apply. When it applies, your affiliate screening rule may change, so put it on the refresh watch list.

Which steps, owners and records does a BFSI partner programme need?

The table sets out the whole partner enablement cycle. Times are typical practice for a first cycle, not figures set by any regulator, and several steps run in parallel.

How long does partner enablement take, and who signs off?

In typical practice the first full cycle takes six to ten weeks from partner register to launch, and approvals plus sub-agent completions account for most of it. No Indian regulator sets this timeline, so treat it as a planning figure and adjust it to your own review capacity.

Compliance signs the permissions map and the kit. The channel lead signs launch readiness: undertakings collected and certification above the agreed threshold. For insurance, the insurer approves in writing any advertisement a distribution channel issues. For mutual funds, the AMC approves in advance any distributor material that shows its logo or names a scheme.

How do you tell partner enablement worked?

Enablement worked when partners sell with the approved material and the complaints stay low. Five measures show it, each with a formula you can run from the records the earlier phases produce.

  • Certification coverage. Certified active sub-agents divided by all active sub-agents. It shows whether training reached the people selling.
  • Kit usage share. Partner leads tagged with a current kit asset divided by all partner leads. A low share means partners are using their own material.
  • Quality-check pass rate. Sampled calls or chats with no compliance finding divided by all sampled calls or chats. It shows whether the words in the training reached the customer.
  • Complaints per 1,000 partner sales. Complaints tagged to partner-sourced customers, per thousand such sales, compared across partner firms.
  • Approval rate by partner. Customers approved or issued divided by leads sourced. A partner with high volume and a low approval rate is usually pitching the wrong customer.

Attribution is imperfect: customers hear about a product from a partner and apply directly. Use these measures to compare partners over time, and do not treat any one as proof of revenue.

What should you do when a partner enablement step fails?

Most failures trace back to one weak step, and each has a recognisable early sign. Fix the step instead of retraining everyone.

Partners keep making their own creatives. The kit is too hard to use or missing a format. Add the format they were improvising and send a dated notice withdrawing homemade versions.

Compliance review backs up. Move to template approval with named editable fields. If reviews still queue, the claims register is probably incomplete.

Sub-agents do not finish certification. Tie lead acceptance to certification, so leads from an uncertified ID are not accepted for payout. Completion rises quickly once it affects commission.

One partner firm produces a cluster of complaints. Pause its sub-agent IDs, sample its calls, then retrain or exit.

An affiliate claims returns or skips the disclosure label. Get the content taken down, record it, and review the relationship against SEBI’s association rules.

What should you tell your compliance team?

Send a short note in their terms:

“We are launching a partner kit for DSAs, distributors and affiliates. Every claim in it comes from the attached claims register, with its source and expiry date. Partners can edit only their name, registration number and contact details; all claims, disclosures and our registered-name lockup are locked. Partners sign our code of conduct before selling, and we keep certification, consent and version records.”

This is general guidance, not legal advice; your compliance team decides. Yamm Labs is a brand and creative agency for BFSI companies, based in Gurugram; clients include TATA AIA Life Insurance, HDFC Life, Axis Bank, Paytm Money and Aditya Birla Sun Life Mutual Fund. The deck you use to recruit partner firms deserves the same care as the kit, which our guide to pitch deck design for BFSI covers.

People also ask

What is partner enablement in BFSI?

It is everything a bank, insurer, fund house or fintech gives its intermediaries so they can sell its products accurately and within the rules. That covers a permissions map, an approved kit of creatives and scripts, training with certification, and the records that prove each sale was made properly.

Can a mutual fund distributor make its own social media posts about a scheme?

AMFI’s FAQ for distributors says no to scheme-specific recommendations and performance claims on social media; distributors may share educational content, with their ARN and affiliation disclosed. For scheme material, a distributor uses what the AMC supplies, and needs the AMC’s prior written approval to show its name or logo.

Does an insurance web aggregator need the insurer’s approval to run an ad?

Yes. Under IRDAI’s 2024 regulations, an advertisement issued by a distribution channel needs the insurer’s written approval before it goes out. The insurer’s registered name must also appear prominently with its trade name or logo.

Should affiliates disclose that they are paid commission?

Yes. ASCI’s influencer guidelines require a clear label for any material connection with the brand, and AMFI expects distributors to disclose potential conflicts of interest. Put the disclosure above the first link, where the reader sees it before acting.
